In my experience the real discriminator for dial-up vs VPN is cost. Cost factors tend to favor the VPN approach if you have a lot of users that need access from "long-distance" locations. Long-distance toll charges can be avoided if your users can dial an ISP with a POP located in the cities to which they travel.
